Alanya sits inside the province that comes second only to Istanbul for homes sold to foreign buyers. It is also one of the few Turkish markets where the district you choose changes the property, the neighbours and the running costs more than the price does. Here is how the town is actually laid out, and what the purchase involves.

One town, eight very different places to own an apartment

Most foreign buyers arrive at Alanya through a search result rather than a map. They see a photograph of a pool, a price, and the word “Alanya”, and they assume that word describes a single place. It does not. Alanya is a district of Antalya province that stretches for tens of kilometres along the coast, and the neighbourhoods strung along that coastline differ from one another far more than their listings suggest.

An apartment in Oba, a couple of kilometres from the old centre, is an easy walk to a hospital, a market and a school run. An apartment in Avsallar, well to the west, is a beach community that empties out in winter. Mahmutlar, to the east, has for years been the densest concentration of foreign residents in the town and has the shops, clinics and restaurants that go with a genuinely year-round population. These are not gradations of the same product. They are different lives, and the correct one depends entirely on whether you intend to visit for three weeks a year, let the place out, or actually live there.

The most useful thing you can do before viewing anything: decide whether you are buying a holiday base, a rental asset or a home. Alanya rewards each of those differently, and in different neighbourhoods. Buyers who skip that decision tend to choose on the photograph, and then discover in November that the complex they liked is almost empty and the nearest open supermarket is a drive away.

The wider market context matters too. According to Turkish Statistical Institute figures reported for February 2026, non-residents bought 721 homes in Istanbul, 390 in Antalya province and 79 in Mersin — putting Antalya firmly second nationally, on roughly 37 per cent of foreign purchases against Istanbul’s 38 per cent. Over the January to April 2026 period, total sales to foreign buyers nationwide were reported at 5,681 units, down 11.6 per cent year on year. That combination — a cooling national volume with Antalya holding a very large share of it — is the backdrop to any Alanya purchase this year. It is a buyer’s market in the sense that there is stock and there is time; it is not a market where you can skip the checks.

Two limits that are absolute. A foreign individual may hold no more than 30 hectares in Turkey in total, and no more than 10 per cent of the surface area of any single district. Separately, property inside prohibited military zones cannot be acquired by foreign nationals at all, and property in special security zones requires the governor’s permission. The military clearance check is part of the standard purchase process — it is not a formality to be dealt with afterwards.

Alanya Centre & Cleopatra

The historic core beneath the castle headland, with the Cleopatra beach strip running west. Dense, walkable and open all year, but the housing stock is older and parking is genuinely difficult. Suits buyers who want the town itself rather than a complex.

Oba

Roughly 2 km from the centre, and the default recommendation for families. Quiet tree-lined streets, parks, schools and the hospital nearby, with newer complexes set back from the coast road. Close enough to walk into town, far enough to be calm in August.

Tosmur

About 4 km east of the centre, either side of the Dim River. Quieter and greener than the strip, with riverside restaurants and easy access to the Dim valley. Popular with buyers who want a residential feel without leaving the town’s orbit.

Kestel

Around 9 km east, between Tosmur and Mahmutlar, and long favoured by Northern European buyers. Narrow between mountain and sea, which means a high proportion of the stock has a genuine sea view rather than a “sea glimpse”.

Mahmutlar

The largest concentration of foreign residents in Alanya, and the reason the area functions in winter. Dense high-rise development, a long promenade, and the widest choice of shops, clinics and restaurants outside the centre. The most liquid resale market in the town.

Avsallar & İncekum

West of the centre and the most resort-like of the six, built around the İncekum beaches and pine woodland. Excellent in summer, considerably quieter out of season. Best understood as a holiday and letting location rather than a year-round base.

Visit in the low season if you possibly can. Almost every complaint we hear about an Alanya purchase comes from a buyer who saw the property in July. A complex that feels alive in high summer can be near-empty in January, and the difference between districts on that measure is very large. If you cannot travel out of season, ask specifically how many units in the building are occupied year-round.

Two columns in that table do most of the work. Open year-round determines whether the property is a home or a seasonal asset, and it drives everything from whether the pharmacy is open in February to whether you can find a tenant in winter. Walkable day to day determines whether you will need a car, which for many retired buyers is the single largest hidden running cost of a coastal Turkish property.

Note what the table does not contain: prices. Asking prices in Alanya move quickly and vary enormously between a resale in a twenty-year-old block and a new completion with a spa and a shuttle bus, and any figure printed here would be out of date before you read it. Ask for current comparable evidence for the specific district and building type you are considering, and treat any per-square-metre average quoted across “Alanya” as marketing rather than data.

The Process

Buying in Alanya, step by step

The sequence is the same across Turkey, and the order matters more than any individual step. Every check below is cheap before the money moves and expensive afterwards.

Settle the purpose, then the district

Decide first whether this is a holiday base, a letting asset or a permanent home, and let that pick the district before you look at individual buildings. Buyers who reverse this order end up defending a choice they made from a photograph.

Get a Turkish tax number and a bank account

A foreign buyer needs a Turkish tax identification number to transact, and in practice a Turkish bank account to move funds and later to pay utilities and building charges. Both are straightforward but both take time, so start them early rather than in the week of completion.

Read the title deed — including the annotations

A Turkish title deed records not just the owner but everything registered against the property: mortgages, liens, disputes and formal annotations. A property previously acquired through the citizenship route carries an annotation blocking resale for three years, and that annotation stays on the deed until the owner applies to remove it, even after the period has lapsed.

Confirm the occupancy permit and the zone checks

Ask to see the iskan — the occupancy permit that confirms the building was completed in accordance with its licence. On a coastal district like Alanya, also confirm the military clearance check that establishes the property does not sit inside a restricted zone. Neither is optional, and neither should be left until after a deposit.

Establish whether you need a valuation report

A report from an appraiser licensed by the Capital Markets Board remains compulsory where the purchase is intended to support a citizenship by investment or residence permit application. For a straightforward acquisition with no such application attached, the general obligation was lifted for purchases completed after 13 June 2024 under Circular No. 2024/4 of 3 June 2024. Confirm which category you are in before signing anything.

Arrange DASK before you try to complete

Compulsory natural disaster insurance must be in place before the Land Registry will register the transfer, and utility subscriptions cannot be opened without it. DASK covers structural earthquake damage to the building and directly related events; it does not cover your contents, so treat it as the legal minimum rather than as complete cover.

Pay through the secure payment system

From 1 July 2026, payments for the sale and purchase of real estate must move through Turkey’s mandatory secure payment system rather than passing directly between buyer and seller. Funds are held and released to the seller only once the transfer of ownership has been registered. If anyone proposes routing money around it, stop.

Register the transfer, then set up the running costs

Ownership passes on registration at the Land Registry, not on signature of a private contract or payment of a deposit. Afterwards, transfer the utility subscriptions into your name and confirm the building’s monthly management charge (aidat), which on complexes with pools, gardens and a gym is a meaningful recurring cost that buyers routinely forget to ask about.

What an Alanya apartment does and does not give you

This is the area where expectations most often run ahead of the rules, so it is worth being precise. Buying property in Turkey does not, by itself, make you a citizen, and it does not automatically grant you the right to live in the country indefinitely. Those are two separate systems with two separate thresholds.

Гражданство за инвестиции remains available through real estate, and the threshold is unchanged: property worth at least US$400,000, assessed on a licensed appraisal report, held under a three-year commitment not to sell. Two significant pieces of legislation passed in 2026 — Law No. 7579, published in Official Gazette No. 33261 on 22 May 2026, and Law No. 7584, published in Official Gazette No. 33286 on 20 June 2026 — tightened requirements around forest-boundary title defects, developer compliance certificates, fire-safety inspections and enforcement against under-declared purchase prices. Neither altered the citizenship by investment framework itself. The practical effect is that the diligence standard has risen while the eligibility conditions have stayed put.

Residence permits are a different matter entirely, and a far more common route for Alanya buyers, most of whom are not investing anywhere near the citizenship threshold. Ownership of a property can support a residence permit application, but it is an application with its own criteria, its own documentation and its own outcome. It is also the area where the practical rules have moved most in recent years, including restrictions on registering residence in districts that have reached their foreigner quota — something worth checking at neighbourhood level in a town like Alanya specifically, because it varies street by street rather than town by town.

Do not buy a specific apartment on the assumption that it will produce a residence permit. Confirm the position for the exact neighbourhood before you commit, not for “Alanya” in general. The same caution applies to letting income. Short-term rental activity in Turkey is now subject to a permit regime and to building-level consent requirements, and enforcement has tightened. If your purchase case depends on holiday letting, establish what is actually permitted in that specific building before you buy rather than afterwards. A great many Alanya apartments are bought on a rental assumption that the building itself will not support.

The questions foreign buyers ask most often about districts, status, running costs and what has to be true before completion.

Can foreigners buy apartments in Alanya?+
Yes. Foreign nationals can buy residential property in Alanya and register ownership in their own name at the Land Registry, subject to the same nationwide limits that apply everywhere in Turkey. A foreign individual may hold no more than 30 hectares in total across the country, and no more than 10 per cent of the surface area of any single district. Property inside prohibited military zones cannot be acquired by foreign nationals at all, and property inside special security zones requires the permission of the governor's office. Because Alanya is a coastal district, the military clearance check confirming the property is not in a restricted zone is a normal part of the purchase and should be completed before any money moves, not after.
Which area of Alanya is best for foreign buyers?+
It depends entirely on how you intend to use the property, which is why the question has no single answer. Oba, roughly 2 km from the centre, is the usual recommendation for families and full-time residents because it is quiet, walkable and close to schools and the hospital. Mahmutlar, further east, has the largest concentration of foreign residents and therefore the most reliable year-round services and the most liquid resale market. Kestel, around 9 km east and narrow between mountain and sea, has a high proportion of genuine sea-view stock and a strong Northern European community. Tosmur, about 4 km east near the Dim River, suits buyers wanting a quieter residential feel. Avsallar and İncekum, west of the centre, are the most resort-like and the most seasonal, and are better understood as holiday and letting locations than as year-round homes.
Does buying an apartment in Alanya give me Turkish citizenship or a residence permit?+
Not automatically, and the two are separate systems. Citizenship by investment through real estate requires property worth at least US$400,000, assessed on a licensed appraisal report and held under a three-year commitment not to sell — a threshold far above what most Alanya buyers spend. A residence permit is a different application with its own criteria and documentation; owning a property can support it but does not guarantee it, and registration can be restricted in neighbourhoods that have reached their foreigner quota. Because that quota position varies at neighbourhood level rather than across the town as a whole, confirm it for the exact address you are considering before you commit, not for Alanya in general.
How do I pay for a property in Alanya?+
Through Turkey's mandatory secure payment system. From 1 July 2026, payments for the sale and purchase of residential property, land and other real estate must move through that system rather than passing directly from buyer to seller. The money is held and released to the seller only after the transfer of ownership has been officially registered at the Land Registry, and it applies to partial payments and deposits as well as to the full purchase price. You will also need a Turkish tax identification number to transact, and in practice a Turkish bank account. If a seller or agent suggests routing funds around the secure payment system for convenience, treat that as a reason to stop rather than a shortcut.
Do I need a valuation report to buy in Alanya?+
It depends on what the purchase is for. A valuation report from an appraiser licensed by the Capital Markets Board remains compulsory where the acquisition is intended to support a Turkish citizenship by investment application or a residence permit application. For a standard purchase with no such application attached, the general obligation on foreign buyers was lifted for acquisitions completed after 13 June 2024 under Circular No. 2024/4, issued on 3 June 2024. What are the ongoing costs of owning an Alanya apartment?+
The recurring cost buyers most often overlook is the building management charge, known as aidat, which is levied monthly by the complex and funds shared facilities such as pools, gardens, lifts, security and cleaning. On the large amenity-rich complexes that dominate new Alanya development, it is a meaningful and permanent expense, and it is charged whether or not you are in the country. Alongside it you should budget for compulsory DASK natural disaster insurance, which must be in place before the Land Registry will register a transfer and before utilities can be connected, annual municipal property tax, utility standing charges, and — if the apartment sits empty for much of the year — some form of key-holding or management arrangement. Ask for the current aidat figure in writing for the specific building before you commit, because it varies enormously between a simple block and a complex with a spa and a shuttle bus.
