A budget that buys a compact apartment in a central European-side district will buy something considerably larger an hour away on the Asian side, and a figure that looks generous for a resale flat in an established neighbourhood will not go far at all in a branded residence tower. None of that is a bargain or a rip-off. It is simply that Istanbul contains at least four distinct property markets that happen to share a name.

The first is the central business spine on the European side, running roughly from Levent and Maslak down through Şişli and Nişantaşı. This is where the office towers, the international schools and the highest-specification new residential projects cluster. It is the most liquid part of the city for resale and the easiest to let to corporate tenants, and it prices accordingly.

The second is the waterfront and the near-Bosphorus neighbourhoods — Beşiktaş, Ortaköy, Bebek, Arnavutköy on the European shore, Kuzguncuk and Kandilli on the Asian — where supply is genuinely finite and where the premium is for the view and the address rather than for the specification.

The third is the established Asian-side residential belt: Kadıköy, Ateşehir, and the long run of Bağdat Caddesi. This is where a large part of Istanbul’s professional population actually lives, and it behaves much more like a normal domestic housing market than the towers do.

The fourth is the outer growth corridor — Başakşehir, Bahçeşehir, Beylikdüzü, and the belt around the newer transport links. Here you are buying space and newness rather than centrality, and the buildings are overwhelmingly post-code modern construction, which matters more than it sounds.

          Start with the journey, not the postcode. Istanbul’s geography is dominated by water and traffic. Before you shortlist a district, work out the two or three journeys you will actually make every week — to an office, a school, an airport, a ferry — and time them at the hour you would really travel. More foreign buyers regret the commute than regret the apartment.

There is also a distinction that cuts across all four markets and matters more in Istanbul than almost anywhere else in Turkey: the age of the building. A very large share of the city’s housing stock was built before the current earthquake design standards, and the cost of that difference is not always visible in the asking price. Our guide to building age and Turkish earthquake codes sets out how to establish when a block was actually constructed and what the answer implies.

Istanbul at a Glance

The fixed points of any purchase in the city

Administrative districts39

ContinentsEurope & Asia

Ownership recordTapu (Land Registry)

Price recorded inTurkish lira

Payment routeSecure payment system

Earthquake coverDASK, in buyer’s name

Occupancy proofIskan certificate

Ongoing building costAidat (service charge)

Tax identifier neededTurkish tax number

Valuation reportRequired for citizenship route

      One rule change to diary if you are completing this autumn. From 5 September 2026 a seller’s compulsory earthquake policy no longer passes to the buyer — it terminates on the date the transfer is registered, and the land registry checks that cover exists in the buyer’s name at the point of transfer. The costs around it are the part that surprises people, and in Istanbul they are not trivial. Expect to budget separately for the title deed transfer fee, agency commission, an independent lawyer, a sworn interpreter at the tapu appointment, compulsory earthquake insurance in your own name, and — if your purchase is intended to support a citizenship or residence permit application — a valuation report from an appraiser licensed by the Capital Markets Board.

Then there are the recurring costs. Annual property tax is payable to the municipality, the building service charge runs monthly whether or not you are in the country, and utility subscriptions have to sit in someone’s name. If you intend to let the property, rental income is taxable in Turkey and letting short-term is separately regulated, which is a different undertaking from a long lease. Our guides to estate agent fees, property taxes in Turkey and renting out property in Turkey set out each of these in detail.

We have deliberately not printed rates, thresholds or price-per-square-metre figures on this page. Turkish transfer fees, tax bands, insurance tariffs and investment thresholds are revised frequently, sometimes more than once a year, and a number that is stale is worse than no number at all — it gets budgeted against. The dedicated guides linked above are maintained for exactly that reason.

        Please confirm current figures before you rely on them. Rates, thresholds, fees and eligibility conditions for Turkish property purchases, residence permits and citizenship change regularly. Istanbul rewards buyers who visit before they decide and punishes buyers who do not. A structured viewing trip — two or three districts, seen at the times of day you would actually use them — tells you more than months of browsing. Istanbul is open to foreign buyers and is consistently one of the leading cities in Turkey for sales to non-residents. The restrictions that do exist are national rather than city-specific: a small number of nationalities are barred from acquiring Turkish real estate, property inside military or special security zones is restricted or requires the governor's permission, and a foreign individual may hold no more than 30 hectares in total across Turkey and no more than 10 per cent of the area of any one district. Those caps are far above anything a residential buyer in Istanbul will encounter. The practical constraints on an Istanbul purchase are the building-level ones instead: whether the block has its occupancy permit, what the annotations page of the title deed records, and whether the structure is caught up in urban transformation.

Which side of Istanbul should I buy on, European or Asian?+

It depends on what you want the property to do. The European side holds the central business districts, the branded residence towers and the historic core, so it tends to suit buyers who want a rental asset, a corporate tenant profile or a recognisable address. The Asian side is more residential in character, with lower density, more green space and a strong domestic owner-occupier market, which tends to suit buyers planning to live in the city or to hold for the long term. Commuting across the Bosphorus is normal but the bridges and the Marmaray rail tunnel shape how long it takes, so if you will actually live in the property, test the journey you would really make rather than the distance on a map.

What is the difference between buying a new-build and a resale apartment in Istanbul?+

A new-build from a developer usually means a longer wait, staged payments and a building whose compliance paperwork is issued during your ownership rather than before it. A resale apartment in an established district means you can inspect the actual unit, the actual neighbours and the actual service charge, and the occupancy permit either exists or it does not. The trade-off that matters most in Istanbul is age: much of the city's housing stock predates the current earthquake design code, so a cheaper resale in a central district can carry structural questions that a new build does not. Neither option is better in the abstract. What matters is that you price the difference deliberately instead of discovering it later.

Do I have to pay for an Istanbul property in Turkish lira?+

The transfer at the land registry is recorded in Turkish lira, so the declared sale price is a lira figure even when you and the seller have negotiated in another currency. Separately, payment for the purchase must be routed through Turkey's mandatory secure payment system rather than handed to the seller directly, with the funds released once the transfer of ownership is registered. Practically, this means the exchange rate you achieve and the day you convert are part of the deal, not an administrative afterthought. Agree in writing which currency the price is fixed in, who carries the movement between signing and completion, and on what date conversion happens.

What should I check before committing to an Istanbul apartment?+

Read the annotations page of the title deed, not just the owner's name; it is where mortgages, liens, disputes and formal restrictions are recorded. Confirm the building holds its habitation certificate, because a block without one is not formally signed off for residential use and that affects utilities, resale and lending. Ask what the monthly service charge actually is and what it covers, since management fees in larger Istanbul complexes with pools, security and shared facilities are a real running cost rather than a rounding error. Establish the building's age and construction date against the earthquake code in force when it was built. Finally, check whether the building or the area around it is subject to urban transformation, which can restrict a sale entirely.

Is buying in Istanbul enough for Turkish citizenship or a residence permit?+

Property in Istanbul can support both routes, but eligibility turns on national thresholds and conditions rather than on the city, and those thresholds have been revised more than once. A valuation report from an appraiser licensed by the Capital Markets Board remains compulsory where a purchase is intended to support a citizenship or residence permit application, even though it is no longer required for standard acquisitions. Some Istanbul districts have also been closed to new residence permit registrations at various points because of population limits, which is a district-level issue you should check for the specific address before you commit. Confirm the current figures and the current district position with a licensed adviser before you rely on either route.

        Buy With Confidence

Have the checks run before you commit

Tell us the Istanbul address you are considering and we will run the title deed record, annotations, occupancy permit and building-age checks before anything is signed. Commuting across the Bosphorus is normal but the bridges and the Marmaray rail tunnel shape how long it takes, so if you will actually live in the property, test the journey you would really make rather than the distance on a map."
      }
    },
    {
      "@type": "Question",
      "name": "What is the difference between buying a new-build and a resale apartment in Istanbul?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "A new-build from a developer usually means a longer wait, staged payments and a building whose compliance paperwork is issued during your ownership rather than before it. What matters is that you price the difference deliberately instead of discovering it later."
      }
    },
    {
      "@type": "Question",
      "name": "Do I have to pay for an Istanbul property in Turkish lira?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "The transfer at the land registry is recorded in Turkish lira, so the declared sale price is a lira figure even when you and the seller have negotiated in another currency. Agree in writing which currency the price is fixed in, who carries the movement between signing and completion, and on what date conversion happens."
      }
    },
    {
      "@type": "Question",
      "name": "What should I check before committing to an Istanbul apartment?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "Read the annotations page of the title deed, not just the owner's name; it is where mortgages, liens, disputes and formal restrictions are recorded. Finally, check whether the building or the area around it is subject to urban transformation, which can restrict a sale entirely."
      }
    },
    {
      "@type": "Question",
      "name": "Is buying in Istanbul enough for Turkish citizenship or a residence permit?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "Property in Istanbul can support both routes, but eligibility turns on national thresholds and conditions rather than on the city, and those thresholds have been revised more than once.
