It is measuring something other than what you think.

Every brochure for Turkish citizenship by investment carries a version of the same line: a Turkish passport opens more than a hundred countries. That claim is defensible. On the Henley Passport Index, the most widely quoted of the passport rankings, the Turkish passport scores 113 destinations and sits in the mid-forties globally — rank 44 or 45, depending on which edition of the index you happen to read.

The difficulty is not that the figure is invented. It is that almost nobody explains what goes into it. Henley builds its score from the International Air Transport Association’s Timatic database, and it awards a destination a point in any of three situations: no visa is required at all, a visa on arrival or visitor’s permit can be obtained, or an electronic travel authority is granted automatically. Those are three materially different travel experiences, and a single total flattens them into one.

          The gap between the number and the expectation. When a European or North American buyer hears “113 destinations”, they tend to picture the places they already travel to: the EU, the UK, the United States. None of those three is in the Turkish passport’s visa-free column. The destinations that make up the total are real, but they are largely elsewhere.

This is worth being blunt about, because it is the single most common source of disappointment we see among people who pursue a second passport primarily for travel. If your objective is visa-free entry to the Schengen Area, Turkish citizenship does not provide it. If your objective is a strong, widely recognised second nationality with an unusual door into the United States for business, the picture is considerably better than the raw ranking suggests.

Below we set out what the Turkish passport does open, what it does not, why published figures range from the eighties to well over a hundred, and where the property purchase actually fits. The United States maintains treaties of commerce and navigation with a limited set of countries, and nationals of those countries — and only those countries — may apply for an E-2 visa to develop and direct a business in which they have invested. Turkey is on that list.

This matters because eligibility follows nationality rather than residence. An investor from a country with no US treaty cannot access the E-2 route at all, regardless of how much capital they have or how long they have lived somewhere else. Acquiring Turkish citizenship can change that position, and for a meaningful number of applicants it is the primary motivation rather than a side benefit.

The requirements, as set out by US Citizenship and Immigration Services, are specific. The applicant must be a national of a treaty country. The investment must be substantial in relation to the total cost of purchasing or establishing the enterprise, and sufficient to demonstrate a genuine financial commitment to its successful operation. The capital must be at risk in the commercial sense, with the objective of generating a profit. And the business cannot be a marginal enterprise — meaning one without the present or future capacity to generate more than a minimal living for the investor and their family.

          What the E-2 is not. It is a non-immigrant visa. It does not itself confer permanent residence, and it should not be described as a green card by another name. What it does offer is renewability: initial stays are granted in periods of up to two years, extensions come in increments of up to two years, and there is no limit on the number of extensions. Spouses of E-2 holders have been able to obtain employment authorisation since November 2021.

Two cautions. First, USCIS does not publish a fixed minimum investment figure for the E-2; substantiality is assessed proportionally against the cost of the specific business, which means any number you see quoted as “the E-2 minimum” is someone’s rule of thumb rather than a published threshold. Second, the E-2 is a distinct application to a distinct authority, assessed on its own merits. Holding a Turkish passport makes you eligible to apply. That is the Turkish passport's score on the Henley Passport Index as reported in 2026, and it places Turkey somewhere in the mid-forties globally — rank 44 or 45 depending on which edition of the index you read. The important qualification is what that number counts. Henley draws on the International Air Transport Association's Timatic database and awards a destination a point if no visa is required, or if a visa on arrival, a visitor's permit or an automatically approved electronic travel authority can be obtained. So the headline number bundles together three quite different experiences: walking through immigration with nothing but the passport, queuing to buy a visa at the airport, and applying online before departure. Other published lists give figures ranging from the eighties to well over a hundred precisely because they draw those lines in different places.

Does a Turkish passport give visa-free access to the EU or the Schengen Area?+

No. Holders of ordinary Turkish passports require a visa to enter the Schengen Area, and this is the single most common misunderstanding among people considering Turkish citizenship for travel reasons. Turkey is the only EU candidate country whose citizens still require visas to travel to European Union member states. There is a narrow exception that does not help most people: holders of Turkish special, service and diplomatic passports can travel to Schengen countries without a visa, but those are issued to defined categories of state officials, not to ordinary citizens or to investors who naturalise. If visa-free European travel is your objective, Turkish citizenship does not deliver it, and you should discount any marketing that implies otherwise.

Can Turkish citizens travel to the United States without a visa?+

No. The United States is not open to ordinary Turkish passport holders on a visa-free basis, and Turkey does not participate in the US Visa Waiver Programme. The same applies to the United Kingdom, Canada and Australia, all of which require Turkish nationals to obtain a visa in advance. What Turkish citizenship does open is a different and considerably more interesting door: Turkey is a treaty country for the US E-2 treaty investor visa, which is a route the great majority of nationalities cannot use at all. That is a business immigration pathway rather than a tourist convenience, and it is the reason a number of investors from non-treaty countries pursue Turkish citizenship in the first place.

What is the E-2 visa, and why does Turkish citizenship matter for it?+

The E-2 treaty investor visa allows a national of a country with which the United States maintains a treaty of commerce and navigation to enter the US to develop and direct a business in which they have invested. Turkey is on that treaty list. According to US Citizenship and Immigration Services, the applicant must be a national of a treaty country and must invest capital that is substantial in relation to the cost of the enterprise, placed at risk in the commercial sense with the objective of generating a profit, and the business cannot be marginal — meaning it must have the capacity to generate more than a minimal living for the investor and their family. Initial stays are granted in periods of up to two years, extensions are available in increments of up to two years, and there is no limit on the number of extensions. Spouses of E-2 holders gained employment authorisation from November 2021. The E-2 is a non-immigrant visa: it does not itself confer permanent residence, though holders may separately pursue other routes. Because eligibility follows nationality rather than residence, acquiring Turkish citizenship can make an investor eligible where their original nationality would not.

Why do different websites give different numbers for the Turkish passport?+

Three reasons, and none of them is dishonesty on its own. First, the indexes count different things: some include visa on arrival and electronic travel authorities in the visa-free total, others report visa-free only and list the rest separately. Second, they cover different universes: some count sovereign countries, others include territories, which can change a total by a dozen or more. Third, they are snapshots of a moving target — the Henley index is updated quarterly to reflect changes in visa policy, so two accurate figures published months apart can legitimately differ. The practical consequence for a traveller is that no index number should be treated as an entitlement. Before you book, check the current requirement for your specific destination, your specific passport and your country of residence, because residence sometimes changes the answer.

Does buying property in Turkey get me the passport?+

Property is one of the qualifying routes to Turkish citizenship by investment, but buying a home is not by itself the same thing as acquiring a passport. The route carries its own threshold, a mandatory holding period recorded as an annotation on the title deed, and a documentary process that runs alongside the property purchase rather than following automatically from it. The requirements are also revised from time to time, which is why it is worth reading a page dedicated to the programme rather than relying on a summary inside a travel article. Other published lists give figures ranging from the eighties to well over a hundred precisely because they draw those lines in different places."
      }
    },
    {
      "@type": "Question",
      "name": "Does a Turkish passport give visa-free access to the EU or the Schengen Area?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "No. If visa-free European travel is your objective, Turkish citizenship does not deliver it, and you should discount any marketing that implies otherwise."
      }
    },
    {
      "@type": "Question",
      "name": "Can Turkish citizens travel to the United States without a visa?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "No. That is a business immigration pathway rather than a tourist convenience, and it is the reason a number of investors from non-treaty countries pursue Turkish citizenship in the first place."
      }
    },
    {
      "@type": "Question",
      "name": "What is the E-2 visa, and why does Turkish citizenship matter for it?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "The E-2 treaty investor visa allows a national of a country with which the United States maintains a treaty of commerce and navigation to enter the US to develop and direct a business in which they have invested. Because eligibility follows nationality rather than residence, acquiring Turkish citizenship can make an investor eligible where their original nationality would not."
      }
    },
    {
      "@type": "Question",
      "name": "Why do different websites give different numbers for the Turkish passport?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "Three reasons, and none of them is dishonesty on its own. Before you book, check the current requirement for your specific destination, your specific passport and your country of residence, because residence sometimes changes the answer."
      }
    },
    {
      "@type": "Question",
      "name": "Does buying property in Turkey get me the passport?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "Property is one of the qualifying routes to Turkish citizenship by investment, but buying a home is not by itself the same thing as acquiring a passport. Our guide to Turkish citizenship by investment through real estate sets out the current position, and a licensed Turkish adviser should confirm the figures and conditions that apply on the day you intend to proceed."
      }
    }
  ]
}

The Turkish passport is sold on a single number.
