Decide which you are optimising for before you view.<\/p>\n      <p>The second is that beach access on foot is a genuine dividing line in Fethiye, more so than in flatter coastal markets. The topography is steep. A property described as five minutes from the sea may be five minutes downhill and a considerably less appealing climb back. The governing provision is Article 35 of Land Registry Law No. 2644. It was amended by Law No. 6302, which entered into force on 18 May 2012 and abolished the reciprocity condition that previously limited which nationalities could buy. Foreign nationals may now acquire any kind of property &mdash; house, business premises, land or field &mdash; within the legal restrictions.<\/p>\n      <p>Those restrictions are worth stating precisely, because they are absolute rather than negotiable. A foreign individual may acquire a maximum of 30 hectares of property in Turkey in total, together with limited rights in rem. Foreign nationals cannot acquire or even rent property within military forbidden zones and security zones. And foreign nationals may acquire property or limited rights in rem in any one district or town up to 10% of that district or town&rsquo;s total area. On a coastline where foreign ownership has been concentrated for decades, the district ceiling is not a theoretical constraint, and it is checked as part of the registry process rather than left to the buyer to discover.<\/p>\n      <p>One further rule catches buyers of bare land. A foreign national who buys property without construction on it &mdash; land or a field &mdash; must submit the project they intend to build to the relevant Ministry within two years. This is not a formality that can be quietly ignored: property is subject to liquidation provisions where it was acquired in breach of the law, where the ministries determine it is being used contrary to the purpose of purchase, where the buyer fails to apply to the Ministry in time after acquiring with a project commitment, or where the project is not realised in time.<\/p>\n      <div class=\"fy-hbox\">\n        <strong>The check to run first:<\/strong> confirm with the Land Registry Directorate whether there is any limitation on the specific property &mdash; a mortgage, an attachment or any other obstacle to sale &mdash; and whether it falls within a restricted zone. Both questions are answered before money moves, not after.<\/div>\n      <p>If an application by a foreign buyer is refused, the decision can be appealed to the relevant Regional Office of the Land Registry Directorate. And if a dispute arises between the parties over the sale, it is resolved by the Turkish courts. For 2026 a residence is charged at 0.2% of its official assessed value rather than the 0.1% that applies in ordinary municipalities. Commercial premises are charged at 0.4%, building plots at 0.6% and agricultural land at 0.2%.<\/p>\n      <p>The important qualification is what that percentage is applied to. Turkish property tax is charged on the <em>vergi de&#287;eri<\/em>, an official assessed value calculated from municipal land unit values and standard construction costs, not on the price you paid or a market appraisal. The bill is paid in two instalments, the first across March, April and May and the second in November, and an additional contribution of 10% of the property tax assessed is collected alongside it.<\/p>\n      <p>Beyond the annual tax, budget for DASK earthquake cover, which has to stay current for as long as you own; utilities, which are billed to the property and need to be transferred into your name after completion; and, in an apartment building or a managed site, the monthly service charge, which in resort developments with pools and landscaping is often the largest recurring cost of all.
