A fee notification arrives <em>after<\/em> an application exists, not before &mdash; so a demand relating to a transaction you have not lodged does not fit. Web Tapu allows an owner to place a declaration on their own property preventing transactions from being carried out without the owner attending in person, and to remove it again later. It exists specifically as a measure against attempted fraud, and for a non-resident owner it is one of the more useful things in the system.
