The field that causes more practical trouble than either is Niteliği — the nature, or type, of the registered property. It is where the register records whether the parcel is an arsa (a building plot), a tarla (a field), a bağ or bahçe (vineyard or orchard), or a built unit such as a mesken (dwelling), a dükkân (shop) or an apartman.

That field is not decoration. Under the Land Registry Regulation — brought into force by Council of Ministers decision No. 2013/5150 of 22 July 2013 — the type of the property is the first of the factors on which a valuation for a mortgage bond must be based, ahead of surface area, declared property-tax value and income. A register entry that describes a bare plot cannot support a valuation of a finished apartment.

Cins tashihi — also written cins değişikliği — is the operation that corrects it. Turkey’s Land Registry and Cadastre Directorate defines it, in Article 3 of its Circular No. 2023/5 dated 12 April 2023, as the operation of changing the type of the parcel as recorded in the land register. Typical cases are a parcel moving from unbuilt to built, or the reverse, and a vineyard, orchard or field becoming a building plot.

The rule that surprises people: the land registry cannot simply correct the entry on its own initiative out of nowhere. Article 72 of the Land Registry Regulation provides that a change in the land register is made on the application of the rightholder, or on the decision of a competent authority or a court. Where the supporting paperwork is complete the registry does act ex officio — but something has to trigger it.

This guide explains what the field means, why a mismatch matters to a buyer rather than only to a bureaucrat, when the correction happens automatically, what is required when it does not, and the order the procedure runs in. If your deed still describes a plot in those circumstances, the likeliest explanation is simply that nobody has started the process.

The rows below are where a correction turns into a piece of work with other institutions in it. With a permit, the correction is an ex officio formality. Turkey's Land Registry and Cadastre Directorate defines it in Article 3 of its Circular No. 2023/5, dated 12 April 2023, as the operation of changing the parcel's registered type. On the deed itself the entry sits in the field marked Niteliği, which records whether the property is a building plot (arsa), a field (tarla), a vineyard or orchard, or a built unit such as a dwelling or a shop. The usual reason to need it is that a parcel has moved from unbuilt to built, or that agricultural land has become a building plot.

My Turkish title deed says “arsa” but there is a finished apartment. Is that a problem?+

It is a signal rather than an automatic disaster, and the distinction matters. It normally means one of two things. Either the building has an occupancy permit and nobody has yet moved the registration on, in which case the correction is administrative and is made of the registry's own motion. Or the building has no occupancy permit, in which case the stale designation is a symptom of something much more serious than a paperwork lag. Establish which of the two you are looking at before any money moves, because the first is a timing question and the second goes to whether the building was lawfully completed at all.

Does the land registry correct the designation automatically?+

In the ordinary case, yes. Circular 2023/5 provides that where an occupancy permit and the building application project are available, the change of type is made ex officio on the basis of those documents — no site inspection is carried out, no further document is sought, and the ex officio operation is exempt from the revolving-fund charge. The same ex officio treatment applies where a construction servitude has been established and an occupancy permit exists. But something has to set it in motion: Article 72 of the Land Registry Regulation provides that a change in the land register is made on the application of the rightholder or on the decision of a competent authority or court.

What documents are needed for a cins değişikliği?+

It depends which situation you are in. For a construction-related change of type, Circular 2023/5 lists an earthquake insurance policy among the requirements, with carve-outs for operations carried out ex officio under the condominium legislation and for certain buildings under Law 6305. If the owner or the owner of the structure has died, a certificate of inheritance from a notary or a court is required together with a clearance letter for inheritance and transfer tax. Where the registration is to be made through a representative, a power of attorney or an authorisation document is needed. Where the registered type is agricultural, the favourable opinion of the provincial or district directorate of agriculture and forestry is required. For unpermitted buildings falling under Article 27 of the Development Law, a governor's opinion or a municipal letter is sought.

Who can apply for a cins tashihi, and where?+

Under Circular 2023/5 the request is accepted from the owner of the property, their proxy, their legal representative or their heir. The application is made through the cadastre system either to a licensed survey office or to the cadastre directorate. Under the Land Registry Regulation of 2013, the type of the property is the first factor on which a valuation for a mortgage bond must be based, ahead of surface area, declared property-tax value and income — so a deed describing bare land will not value as a finished dwelling, which affects what a lender will advance. Full condominium ownership of a flat also rests on a register entry that describes a building and its independent sections, so while the parcel still reads as a plot you are holding a land share and a construction servitude rather than completed title. On the deed itself the entry sits in the field marked Niteliği, which records whether the property is a building plot (arsa), a field (tarla), a vineyard or orchard, or a built unit such as a dwelling or a shop. The same ex officio treatment applies where a construction servitude has been established and an occupancy permit exists.
