September 2026

Holiday Homes in Turkey: What a Second Home Actually Involves

Buying the property is the straightforward part. What separates a holiday home that works from one that quietly becomes a burden is everything that happens in the ten or eleven months when nobody is in it.

🏖️ Written for non-resident second-home buyers

🔑 Letting rules, running costs, absence

🇺🇷 Aegean & Mediterranean coasts

1 Jan 2024Tourism Letting Rules In Force

100 DaysThreshold For A Letting Permit

1 Jul 2026Secure Payment System Mandatory

DASKRequired Before Title Transfer

        The Real Difference

A holiday home is not a smaller version of a permanent home

Legally, the two purchases are identical. A buyer acquiring a seafront flat for three weeks each August goes through the same process as one relocating permanently: the same title deed, the same Land Registry, the same zone checks, the same compulsory earthquake insurance, the same mandatory secure payment route. Nothing in Turkish property law distinguishes a second home from a first.

What differs is everything that comes after completion. A permanent home is occupied, watched and maintained continuously by the person who owns it. A holiday home is empty for most of its life, in a climate that is hard on empty buildings, several hours’ flight from its owner, and increasingly subject to rules about what you may do with it while you are away. Almost every disappointed second-home owner we meet was let down not by the purchase but by the ownership.

That is the gap this guide closes. It assumes you understand the mechanics of buying a home in Turkey and concentrates on the questions that only matter once the keys are yours: what the property costs while you are not in it, whether you are allowed to let it, how it is looked after in your absence, and how to choose a location that still works in February.

          The most useful question to ask before you start looking: realistically, how many weeks a year will you be here? An honest answer of three weeks points to a different property, in a different development, from an answer of five months — and the two mistakes are not symmetrical. Buying too much house for the time you have is the expensive error.

Holiday home ownership at a glance

The framework a second-home purchase sits inside

OwnershipFreehold title deed (tapu) in your name

Who may buyMost foreign nationals, subject to zone checks

National ceiling30 hectares per foreign individual

District ceiling10% of any one district’s area

Payment routeSecure payment system, from 1 July 2026

Earthquake coverDASK, required before transfer

Letting under 100 daysTourism rental permit required

Valuation reportNot required for a standard purchase

Running costsPayable year-round, occupied or not

          Treat “guaranteed rental income” with suspicion. Since January 2024 the right to let a home for short stays depends on a permit that, in an apartment building, requires every other owner to consent. That matters more than buyers expect: a property in a working city is one you can visit in March without finding everything shuttered. Side and Belek are strongly holiday-oriented; Antalya itself offers year-round city infrastructure.

The Aegean and Turquoise Coast — Bodrum, Fethiye, Kalkan, Marmaris, Çeşme and the bays between them — trade season length for landscape and a quieter, more established second-home culture. Under it, letting a residential property for periods of less than 100 days requires a tourism rental permit issued by the Ministry of Culture and Tourism, obtained before any rental agreement is entered into. Letting for 100 days or more sits outside this regime and is treated as ordinary residential letting.

For apartment owners, the difficulty is rarely the application. It is a precondition of it: in a multi-unit building the permit requires the unanimous consent of all the other unit owners. One neighbour who declines to sign prevents the permit being issued, and neighbours in a residential block frequently have good reasons to decline. A detached property in sole ownership does not face this hurdle. The practical consequence is that two physically similar apartments in the same resort can have completely different letting prospects, decided entirely by the people who own the other flats.

The law also imposes continuing obligations on permit holders and penalties for unpermitted letting, subletting and false advertising, escalating for repeat breaches. We have not quoted the amounts, because they are revised periodically. Booking platforms have tightened verification of Turkish listings, so operating without a permit is now hard to sustain in practice as well as unlawful in principle.

None of this makes holiday letting impossible — plenty of owners do it lawfully. It does mean “can this specific unit be let short-term?” must be answered before purchase, by asking the building management and the other owners, not assumed because similar properties nearby appear on booking sites. Owners who leave in September and return in May with nobody entering the property in between are the ones who come back to problems.

The recurring issues are unglamorous and largely preventable: damp and mould in a sealed flat with no ventilation; water damage from a failed connection that ran unnoticed for weeks; insect and rodent ingress; balcony and roof damage after winter storms; and pool plant that deteriorates when it is neither running nor properly shut down. In a managed complex some of this falls to the management company for the common parts — but almost none of it does inside your own front door.

The remedies are straightforward. Have someone enter the property periodically, not only before your arrival. Turn off the water at the stopcock when you leave. Leave internal doors open for air movement. Decide whether the pool runs or is winterised, and make somebody responsible for whichever you choose. And make sure the key-holder has authority to act on something urgent without waiting for a reply across time zones.

      The Long View

Buying with family, and what happens further out

A substantial share of holiday homes are bought by two or more people — siblings, friends, parents and adult children — and the arrangement works for as long as everyone’s circumstances stay the same. Agree in writing, before purchase, how running costs are shared, how peak weeks are allocated, what happens if one party will not pay, and — the one everybody avoids — how a co-owner exits. An exit mechanism agreed while everyone is enthusiastic is a very different conversation from the same discussion during a divorce. Whose names appear on the title deed, and in what proportions, has lasting consequences, and Turkish succession rules apply to Turkish real estate whatever arrangements you have made at home.

Think about the eventual sale while you are still buying, too. Second homes are sold into a market of other second-home buyers, who will apply exactly the tests you are applying now: is it walkable to something, is the complex well run, is the building lawful and documented, does the place function outside August. Property bought purely on a low price and a beach photograph is much harder to move, as our guide to selling property in Turkey explains.

      Time In Country

Owning is not the same as being allowed to stay

This catches people out often enough to state plainly: buying a property in Turkey does not extend how long you may remain in the country. Ownership and immigration are separate systems. Property ownership can support a residence permit application, but it neither replaces one nor guarantees it. Foreign nationals can hold a Turkish property outright in their own name, recorded on a title deed (tapu) at the Land Registry, and a holiday home is legally an ordinary residential purchase — there is no lesser category of ownership for second homes. The limits that exist concern location and scale. Property inside prohibited military zones cannot be acquired by foreign individuals, and property inside special security zones needs the governor's permission. Nationwide ceilings also apply: no more than 30 hectares across Turkey per foreign individual, and no more than 10 per cent of any one district's area. A resort flat will not approach those ceilings, but the zone check must still be run before money moves.

Can I rent out my Turkish holiday home when I am not using it?+

Only if you hold the right permit, and in apartment blocks that permit is often hard to obtain. Law No. 7464, adopted on 25 October 2023 and in force through its implementing regulation from 1 January 2024, requires a tourism rental permit from the Ministry of Culture and Tourism before a home is let for periods of under 100 days. The obstacle is usually a precondition of the application: in a multi-unit building you need the unanimous consent of all the other unit owners, and one neighbour who will not sign is enough to stop it. Letting for 100 days or more falls outside this regime and counts as ordinary residential letting.

What does a holiday home in Turkey cost to keep when it is standing empty?+

More than most first-time buyers expect, because almost none of it pauses when you fly home. A managed complex charges a monthly service fee (aidat) covering pool, gardens, lifts, security and communal cleaning, payable all twelve months whether you visited or not. Compulsory earthquake insurance (DASK) runs annually and municipal property tax is an annual obligation on the owner. Utility accounts generally carry a standing element even at near-zero consumption. Add a key-holder or management company, and contents insurance, which DASK does not provide. We have deliberately not quoted figures, because these vary by municipality, building and year — ask for the current numbers for the specific property.

Does owning a holiday home in Turkey give me the right to live there?+

No. Buying property and obtaining the right to stay are separate processes, and ownership does not by itself extend how long you may remain in the country. Visitors remain subject to the visa and visa-exemption rules for their nationality, and staying beyond those limits requires a residence permit through the migration authorities in the normal way. Property ownership can support a residence permit application, but it does not replace one and is not automatic. The separate citizenship-by-investment route has its own qualifying threshold, a compulsory valuation report and a three-year restriction annotated on the title deed, and a typical holiday apartment will not meet it.

Is an apartment or a villa the better holiday home in Turkey?+

It depends far more on how often you will be there than on budget. An apartment in a managed complex is the lower-friction option for someone who visits a few times a year: the service charge buys maintenance of the pool and gardens, there are neighbours and usually security through the winter, and you can close the door and leave. The trade-offs are paying that charge regardless of use, sharing amenities in peak season, and needing every other owner's consent for any tourism rental permit. A villa gives privacy and outside space with no communal charge, but all upkeep becomes yours to arrange from abroad.

What should I check before buying into a holiday complex?+

Start with the documents that determine whether the building is lawful and usable. Confirm the habitation certificate (iskan) has been issued, since a block occupied without one creates problems with utilities, resale and lending. Read the annotations page of the title deed, not just the owner's name, because mortgages, liens and formal restrictions are recorded there. A resort flat will not approach those ceilings, but the zone check must still be run before money moves."
      }
    },
    {
      "@type": "Question",
      "name": "Can I rent out my Turkish holiday home when I am not using it?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "Only if you hold the right permit, and in apartment blocks that permit is often hard to obtain. Letting for 100 days or more falls outside this regime and counts as ordinary residential letting."
      }
    },
    {
      "@type": "Question",
      "name": "What does a holiday home in Turkey cost to keep when it is standing empty?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "More than most first-time buyers expect, because almost none of it pauses when you fly home. A managed complex charges a monthly service fee (aidat) covering pool, gardens, lifts, security and communal cleaning, payable all twelve months whether you visited or not. Utility accounts generally carry a standing element even at near-zero consumption. Add a key-holder or management company, and contents insurance, which DASK does not provide. Visitors remain subject to the visa and visa-exemption rules for their nationality, and staying beyond those limits requires a residence permit through the migration authorities in the normal way. Property ownership can support a residence permit application, but it does not replace one and is not automatic. The separate citizenship-by-investment route has its own qualifying threshold, a compulsory valuation report and a three-year restriction annotated on the title deed, and a typical holiday apartment will not meet it."
      }
    },
    {
      "@type": "Question",
      "name": "Is an apartment or a villa the better holiday home in Turkey?",
      "acceptedAnswer": {
        "@type": "Answer",
        "text": "It depends far more on how often you will be there than on budget.
