Title is not a private document passed between buyer and seller; it is an entry in a central register maintained by the Land Registry, the Tapu ve Kadastro Genel M&uuml;d&uuml;rl&uuml;&#287;&uuml;, and it is independently checkable through Web Tapu, the registry's official online service. The reciprocity condition that once limited which nationalities could buy was abolished in 2012. You do not need a residence permit to purchase. And purchase funds now move through a state-regulated <a href=\"https:\/\/trupropertyturkey.com\/turkey-secure-payment-system-foreign-buyers-2026\/\">secure payment system<\/a> rather than directly into a seller's account, with release conditional on the transfer being registered.<\/p>\n        <p>What has not changed is that a well-run legal process cannot tell you whether a price is sensible. That is where the genuine exposure sits, and it is measurable. According to the Central Bank's Residential Property Price Index, Turkish house prices rose <strong>24.5 per cent in nominal terms<\/strong> in the year to June 2026 and fell <strong>5.8 per cent in real terms<\/strong> over the same period &mdash; the seventh consecutive month of real-terms decline. Both numbers come from the same release. Turkey also operates Web Tapu, the Land Registry's official online register, so the record is verifiable rather than something you take on trust from a seller.<\/p>\n        <\/div>\n      <\/div>\n      <div class=\"sfy-step\">\n        <div class=\"sfy-step-num\">3<\/div>\n        <div class=\"sfy-step-body\">\n          <h3>Confirm the building is legally finished<\/h3>\n          <p>Ask for the iskan, the occupancy permit. Establish whether the block is held under kat irtifak\u0131 or kat m\u00fclkiyeti. If there is no occupancy permit, do not accept a reassurance that it is coming \u2014 find out specifically why it has not been issued, because the answer is sometimes a paperwork delay and sometimes a building that does not match its approved plans.<\/p>\n        <\/div>\n      <\/div>\n      <div class=\"sfy-step\">\n        <div class=\"sfy-step-num\">4<\/div>\n        <div class=\"sfy-step-body\">\n          <h3>Run the military clearance and the ownership caps<\/h3>\n          <p>A clearance check confirms the parcel does not sit inside a prohibited military zone or a special security zone. At the same time, confirm the purchase does not breach the 30 hectare national cap on holdings by one foreign individual, or the 10 per cent district ceiling. These are legal limits rather than guidance, and they are cheap to check early and expensive to discover late.<\/p>\n        <\/div>\n      <\/div>\n      <div class=\"sfy-step\">\n        <div class=\"sfy-step-num\">5<\/div>\n        <div class=\"sfy-step-body\">\n          <h3>Decide whether a valuation report is required, then act on it<\/h3>\n          <p>Buyers get this wrong in both directions. Since 13 June 2024 a valuation report from an appraiser licensed by the Capital Markets Board is no longer required for a standard foreign acquisition. It remains compulsory where the purchase is intended to support a Turkish citizenship by investment or a residence permit application. Some buyers pay for a report they do not need; others skip one their application depends on.<\/p>\n        <\/div>\n      <\/div>\n      <div class=\"sfy-step\">\n        <div class=\"sfy-step-num\">6<\/div>\n        <div class=\"sfy-step-body\">\n          <h3>Arrange compulsory earthquake cover in your own name<\/h3>\n          <p>DASK, the compulsory natural disaster cover, must be in place before ownership can transfer, and utility subscriptions cannot be opened without it. One rule changed recently and matters this autumn: from 5 September 2026 the seller's policy ends the moment the title is registered and no longer passes to the buyer. Understand also what the cover does: it insures the structure against earthquake and directly related events, not your contents.<\/p>\n        <\/div>\n      <\/div>\n      <div class=\"sfy-step\">\n        <div class=\"sfy-step-num\">7<\/div>\n        <div class=\"sfy-step-body\">\n          <h3>Route every payment through the secure payment system<\/h3>\n          <p>Purchase funds for Turkish real estate move through the G\u00fcvenli \u00d6deme Sistemi, the state-regulated secure payment channel, where money is held and released to the seller only after the transfer of ownership is registered. This is the strongest single protection a foreign buyer has, and it works only if it is used. A request to send funds directly to a personal account, or to hand over cash, defeats the entire mechanism.<\/p>\n        <\/div>\n      <\/div>\n      <div class=\"sfy-step\">\n        <div class=\"sfy-step-num\">8<\/div>\n        <div class=\"sfy-step-body\">\n          <h3>If you intend to let it, confirm the letting is permitted<\/h3>\n          <p>Short-term letting in Turkey is licensed under Law No. 7464. A permit from the Ministry of Culture and Tourism is required, and in an apartment block that permit depends on the unanimous notarised consent of every flat owner in the building \u2014 consent one neighbour can withhold. A property bought for short-let income that cannot obtain a permit is a different investment from the one you thought you were making.<\/p>\n        <\/div>\n      <\/div>\n    <\/div>\n  <\/div>\n<\/section>\n\n<!-- CARDS -->\n<section class=\"sfys\">\n  <div class=\"sfyc\">\n    <div class=\"sfy-body sfyct\">\n      <span class=\"sfyt\">The Six<\/span>\n      <h2 class=\"sfy-title\">Six risks worth separating<\/h2>\n      <p class=\"sfy-sub\">Most writing about Turkish property treats risk as a single dial running from &ldquo;safe&rdquo; to &ldquo;risky&rdquo;. It is more useful to treat it as six independent questions, because they have different answers and different remedies.<\/p>\n    <\/div>\n    <div class=\"sfy-protect\">\n      <div class=\"sfy-pc\">\n        <span class=\"sfy-pc-icon\">\ud83d\udcdc<\/span>\n        <h3>Title risk<\/h3>\n        <p>Low, and getting lower. Ownership is registered centrally by the state and verifiable through Web Tapu. The residual exposure is not fraudulent title but unread annotations on a genuine one.<\/p>\n      <\/div>\n      <div class=\"sfy-pc\">\n        <span class=\"sfy-pc-icon\">\ud83c\udfd7\ufe0f<\/span>\n        <h3>Building compliance risk<\/h3>\n        <p>The one most consistently underestimated. A valid deed says nothing about whether the structure was signed off. The occupancy permit and the form of title are where this shows up.<\/p>\n      <\/div>\n      <div class=\"sfy-pc\">\n        <span class=\"sfy-pc-icon\">\ud83c\udf0d<\/span>\n        <h3>Location and zoning risk<\/h3>\n        <p>Narrow but absolute. Prohibited military zones, special security zones and the national and district caps are legal boundaries, and no amount of goodwill from a seller moves them.<\/p>\n      <\/div>\n      <div class=\"sfy-pc\">\n        <span class=\"sfy-pc-icon\">\ud83d\udcb1<\/span>\n        <h3>Currency and real-terms risk<\/h3>\n        <p>The largest genuine risk, and the least discussed. Prices are measured in lira in a high-inflation economy, so nominal growth and real growth have been pointing in opposite directions.<\/p>\n      <\/div>\n      <div class=\"sfy-pc\">\n        <span class=\"sfy-pc-icon\">\ud83d\udd11<\/span>\n        <h3>Letting and regulatory risk<\/h3>\n        <p>Short-term letting is permit-based under Law No. 7464 and depends partly on your neighbours. A credible yield depends on the individual building, whether short-term letting can be permitted there under <a href=\"https:\/\/trupropertyturkey.com\/renting-out-property-in-turkey\/\">Law No. 7464<\/a>, the running costs of that specific block and the exchange rate over your holding period. In July 2026 there were <strong>123,603<\/strong> residential sales in Turkey, down 17 per cent year on year, according to the house sales statistics published by the Turkish Statistical Institute on 13 August 2026. Sales to foreign buyers numbered <strong>2,120<\/strong>, up 1.9 per cent, and accounted for <strong>1.7 per cent<\/strong> of the total.<\/p>\n      <p>The useful implication is that foreign demand can move independently of the domestic market, and in that month it did &mdash; rising slightly while the overall market fell sharply. If you are buying from abroad, the national headline is background rather than a description of your market. The less comfortable implication is that when you come to sell, your buyer will most often be a domestic purchaser operating in lira, on domestic mortgage conditions, and judging your property against domestic alternatives. Anything unresolved in the paperwork that you were willing to overlook on the way in is something that buyer will price.<\/p>\n      <p>This is also why the compliance checks matter more than they appear to at the time. An absent occupancy permit is rarely a catastrophe on the day you buy. It becomes one at the point of resale, when a domestic buyer's bank declines to lend against a building that was never signed off. The same is true of an unremoved annotation on the deed, or a block whose title has never converted from construction servitude to full condominium ownership. In May 2026 Turkey passed an omnibus statute, Law No. 7579, published in the Official Gazette on 22 May 2026, which amended rules across the Land Registry, the cadastre, condominium ownership, zoning, building inspection and valuation reports. It is not addressed to foreign buyers as a category and does not change who may acquire property in Turkey; what it changes is the machinery around ownership, which applies to a foreign owner exactly as it applies to a Turkish one. From <strong>5 September 2026<\/strong>, a seller's compulsory earthquake policy ends the moment the title is registered and no longer passes to the buyer. Because the rule matters and a wrong date is worse than none, we describe how the mechanism works and have omitted the date. Ownership is recorded centrally by the Land Registry (Tapu ve Kadastro Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc) rather than resting on a deed held privately between the parties, the reciprocity condition that used to restrict foreign buyers was abolished in 2012, and purchase funds are routed through Turkey's secure payment system so that money reaches the seller only after the transfer of ownership has been registered. What is not low is market risk. Turkish house prices rose 24.5 per cent in nominal terms in the year to June 2026 but fell 5.8 per cent in real terms once consumer price inflation is accounted for, according to the Central Bank's Residential Property Price Index. The sensible reading is that the legal process is sound and the pricing is the part that needs scrutiny.<\/div>\n      <\/div>\n      <div class=\"sfy-faq-item\">\n        <div class=\"sfy-faq-q\" onclick=\"sfyFaq(this)\">What is the biggest real risk for a foreign buyer in Turkey?<span class=\"sfy-faq-icon\">+<\/span><\/div>\n        <div class=\"sfy-faq-a\">It is almost never the title. It is the building. A Turkish deed can be entirely valid while the structure standing on the land has never been signed off as complete. The document that closes this gap is the iskan, the occupancy permit confirming the finished building matches its approved plans. A block held under kat irtifak\u0131 \u2014 construction servitude, the pre-completion form of title \u2014 has not yet converted to kat m\u00fclkiyeti, full condominium ownership, and until it does the building is legally unfinished no matter how finished it looks. Buyers who inspect the flat carefully and the paperwork casually are the ones who inherit somebody else's unresolved compliance problem.<\/div>\n      <\/div>\n      <div class=\"sfy-faq-item\">\n        <div class=\"sfy-faq-q\" onclick=\"sfyFaq(this)\">Can I lose a property in Turkey after I have bought it?<span class=\"sfy-faq-icon\">+<\/span><\/div>\n        <div class=\"sfy-faq-a\">Not through the ordinary operation of the registry. Once a transfer is registered in your name at the Land Registry the ownership is recorded by the state, and Turkey does not have a mechanism by which a validly registered foreign owner is stripped of title because they are foreign. The genuine exposures are narrower and all of them are visible before completion: buying inside a prohibited military zone, where a foreign individual cannot acquire property at all; breaching the national or district ownership caps; or taking on a property whose deed carries an annotation you did not read. Property acquired through the citizenship by investment route, for example, carries an annotation preventing resale for three years.<\/div>\n      <\/div>\n      <div class=\"sfy-faq-item\">\n        <div class=\"sfy-faq-q\" onclick=\"sfyFaq(this)\">Are there places in Turkey where a foreigner simply cannot buy?<span class=\"sfy-faq-icon\">+<\/span><\/div>\n        <div class=\"sfy-faq-a\">Yes, and these limits are absolute rather than negotiable. Foreign individuals cannot acquire property inside prohibited military zones. Property inside special security zones may be acquired only with the permission of the governor's office. Two nationwide caps also apply: a foreign individual may hold no more than 30 hectares in total across Turkey, and foreign nationals collectively may hold no more than 10 per cent of the private land area of any one district. A military clearance check confirming the property does not sit in a restricted zone is a standard part of the purchase process, and it should be run before you commit rather than treated as a formality to complete later.<\/div>\n      <\/div>\n      <div class=\"sfy-faq-item\">\n        <div class=\"sfy-faq-q\" onclick=\"sfyFaq(this)\">Is Turkish property a safe investment given the lira?<span class=\"sfy-faq-icon\">+<\/span><\/div>\n        <div class=\"sfy-faq-a\">This is where the honest answer is least comfortable, and it is a separate question from whether the purchase is legally safe. Almost every price figure published about Turkish property is a lira figure recorded in a high-inflation economy, which means nominal and real movements can carry opposite signs. In the year to June 2026 the Central Bank's index rose 24.5 per cent nominally and fell 5.8 per cent in real terms, the seventh consecutive month in which prices declined in real terms. A foreign buyer's actual outcome also depends on the exchange rate on the day of purchase and the day of sale, which no domestic index captures. Establish whether your purchase requires a valuation report \u2014 since 13 June 2024 one is no longer required for a standard acquisition, but it remains compulsory where the purchase supports a citizenship or residence permit application. Arrange compulsory earthquake cover, remembering that from 5 September 2026 a seller's policy ends at registration and no longer passes to the buyer. Finally, confirm every payment routes through the secure payment system.
