Turkey&rsquo;s does not. The rule set out by the Presidency&rsquo;s Investment Office is unambiguous: <strong>the application for a work permit for a foreigner must be submitted by his or her employer<\/strong>, filed through the Ministry of Labour and Social Security e-Permit system. There is no equivalent of a general-purpose work visa that you obtain first and then use to find a job.<\/p>\n        <p>That has three consequences worth absorbing before you go any further. A job offer is not a step in the process, it is the precondition for the process existing at all. The permit that results is attached to that employer, that workplace and that job, so changing any of them is a new question rather than an administrative update. And because the employer carries the filing obligation, the quality of your application is largely determined by how competent and how motivated your prospective employer is &mdash; which is a legitimate thing to ask about at interview.<\/p>\n        <div class=\"wkp-hbox\">\n          <strong>The exceptions prove the rule:<\/strong> the independent work permit and the Turquoise Card are assessed on the individual rather than on a job offer. Which one applies to you is decided by where you are standing when the application is made, and each carries its own precondition.<\/p>\n      <p><strong>From inside Turkey.<\/strong> The foreign national must already hold a residence permit with at least six months of validity remaining, and the employer then files the application through the e-Permit system on that basis. Exceptions can be granted by the General Directorate of International Labour Force, but they are exceptions rather than an alternative route.
