Most of the trouble Americans get into abroad comes from assuming they are the same thing.<\/p>\n    <div class=\"mus-body\">\n      <p><strong>The IRS does not stop at the border.<\/strong> The Internal Revenue Service states that US citizens and resident aliens abroad are subject to tax on worldwide income from all sources and must report all taxable income and pay taxes according to the Internal Revenue Code. There is no exit event, no de-registration, and no threshold of time abroad that switches this off. Your Turkish rental income, your Turkish salary and your gain on a Turkish property are all in scope of a US return.<\/p>\n      <p>There are genuine reliefs &mdash; the foreign earned income exclusion and the foreign tax credit chief among them &mdash; and the IRS is clear that many Americans living abroad qualify for them. It is equally clear about the catch: you can only get them by filing a US return. Reliefs are claimed, not applied automatically, and an unfiled year is a year in which you have the liability without the relief. The one structural concession is timing: if you are living outside the United States on the regular due date, you get an automatic two-month extension to file without asking, moving a calendar-year deadline to 15 June.<\/p>\n      <p><strong>FinCEN is a separate matter entirely.<\/strong> The FBAR is not part of your tax return and does not go to the IRS. A US person must file one if they have a financial interest in, or signature or other authority over, at least one financial account outside the United States and the aggregate value of those accounts exceeded 10,000 US dollars at any time during the calendar year. Two words in that sentence do the damage. <em>Aggregate<\/em> means every foreign account added together. <em>At any time<\/em> means the peak balance on any single day, not the year-end position.<\/p>\n      <p>That combination is exactly why property buyers get caught. Transfer the purchase price into a Turkish account for a week to complete on an apartment, and you have almost certainly crossed the threshold for that year even if the account is empty by December. The FBAR is FinCEN Form 114, filed electronically through the BSA E-Filing System, due 15 April with an automatic extension to 15 October. Separately, and in addition, FATCA reporting on Form 8938 goes to the IRS with your return once your foreign financial assets pass the thresholds that apply to filers living abroad. They are not alternatives to one another.<\/p>\n      <p><strong>The Social Security Administration is where T&uuml;rkiye is genuinely unusual.<\/strong> The United States has totalization agreements with a long list of countries &mdash; and T&uuml;rkiye is not among them. Those agreements exist to eliminate dual social security coverage on the same earnings, and to let workers with careers split between two countries combine their credits to qualify for benefits they could not reach under either system alone. Without one, neither protection is available to you. An American working and contributing in T&uuml;rkiye may face contributions on both sides, and Turkish contribution years will not be totalled towards US benefit eligibility.<\/p>\n      <div class=\"mus-hbox\">\n        <strong>On receiving benefits abroad:<\/strong> whether your payments continue depends on your citizenship and your country of residence. T&uuml;rkiye is not on the SSA&rsquo;s Country List 1 &mdash; the list of countries whose citizens keep receiving payments however long they stay outside the United States &mdash; and the SSA&rsquo;s general rule is that it cannot pay retirement, survivors and disability benefits to noncitizens after their sixth calendar month abroad. The SSA publishes a Payments Abroad Screening Tool that resolves this for your own circumstances in a few questions. It is not, however, self-executing in your favour: relief under a treaty and reliefs such as the foreign earned income exclusion and the foreign tax credit are things you claim, and the IRS is explicit that Americans abroad can only get those benefits by filing a US return. Two verified facts are worth knowing. T\u00fcrkiye is not on the Social Security Administration\u2019s Country List 1, the list of countries whose citizens continue to receive payments no matter how long they remain outside the United States. And the SSA\u2019s general rule is that it cannot pay retirement, survivors and disability benefits to noncitizens after their sixth calendar month outside the United States. The SSA publishes a Payments Abroad Screening Tool that answers the question for your specific situation in a few steps, and that is the source to rely on rather than any summary.<\/div>\n  <\/div>\n  <div class=\"mus-faq-item\">\n    <div class=\"mus-faq-q\" onclick=\"musFaq(this)\">Is there a US\u2013T\u00fcrkiye social security totalization agreement?<span class=\"mus-faq-icon\">+<\/span><\/div>\n    <div class=\"mus-faq-a\">No. T\u00fcrkiye does not appear among the countries with which the United States has a totalization agreement. This matters more than it sounds. Totalization agreements do two things: they stop a worker paying into two national social security systems on the same earnings, and they let someone with a split career combine credits from both countries to qualify for a benefit they could not reach under either system alone. Without one, an American working in T\u00fcrkiye can face contributions on both sides, and years of Turkish contributions will not be counted towards US eligibility or the reverse.
