It does not walk you through it.

Almost every foreign buyer looking at Türkiye eventually asks the same question, usually somewhere between the second viewing and the deposit: if I buy this apartment, can I live here? The honest answer is a qualified yes, and the qualifications are the entire subject of this guide.

Türkiye does operate a route by which owning residential property in the country supports an application for a short-term residence permit. It is a real, established route, used by a large number of foreign owners every year. What it is not is a transaction. You do not buy an apartment and receive a permit in the same way that you buy an apartment and receive a title deed. You buy an apartment, and then you make an application — through the same authority, under the same general conditions, and with the same possibility of refusal as anyone else.

Our own guide to what a Turkish residence permit actually costs puts it plainly: owning property in Türkiye can support an application for a short-term residence permit, but it does not create an automatic entitlement to one. That distinction is where most of the disappointment in this area comes from, and it is worth internalising before you shortlist properties rather than after.

The sequence that matters: confirm the property type qualifies → decide whose names go on the title deed → complete the purchase → register your address and arrange health insurance → then apply. Every one of those steps is cheap to get right in advance and awkward to correct once money has moved and a deed has been registered.

This guide covers what property qualifies, who can apply on it, how long the permit lasts, where applications fail, and how the residency route differs from citizenship by investment. It is written for buyers who are not yet resident in Türkiye and who are weighing a purchase partly or wholly for the right to spend real time in the country.

On thresholds and fees: a minimum property value applies in practice, and permit charges vary by nationality. Both are set administratively and revised periodically, so this guide deliberately does not print figures that go stale. Confirm current requirements through the e-ikamet system or a licensed Turkish adviser before you commit to a property.

Residency Through Property — At A Glance

What the route is, and what it is not

Route typeShort-term residence permit

Qualifying assetResidential property (a house)

Land, shops, officesDo not qualify

Maximum term per issue2 years

RenewableYes, while conditions hold

Family on one propertyWhere ownership is shared

Health insuranceRequired

Registered addressRequired

Grants a passportNo

Minimum property valueConfirm current figure

AuthorityPresidency of Migration Management

    The Rules

What the Migration Management guidance actually says

Three provisions do most of the work in this route. They are short, and they are more restrictive than the marketing around them suggests.

First, the property has to be a home. The Presidency of Migration Management states that where foreigners who own immovable property apply for a residence permit, the immovable property must be a house and used for this purpose. That is a narrower category than “real estate”. A plot of land, a retail unit, an office, a workshop or a warehouse may be an excellent asset and may still qualify you for other things, but it does not support this permit. If living in Türkiye is part of your reason for buying, this single sentence should shape your shortlist before price does — see our overview of land for sale in Türkiye for how differently that asset class behaves.

Second, the route follows the title deed. The same guidance provides that immovable property used as a house in shared or co-owned property covering family members gives the residence permit application right to those family members as well. This is the provision that determines whether your spouse and children can apply on the strength of the same home. It turns on how ownership is registered, which means it is a decision you make at the point of purchase, when the tapu is drawn up — not something you sort out later when the applications are being prepared. Restructuring ownership afterwards means a fresh transfer, with the costs and formalities that implies.

Third, it is a short-term permit. Short-term residence permits are granted for a maximum of two years at a time. This is not permanent residency and it is not a status that arrives once and then looks after itself. Each renewal is assessed afresh against the conditions: you must still own the qualifying home, hold valid health insurance, and have a registered address. Owners who treat the first approval as the end of the process are the ones who run into difficulty at the two-year mark.

Alongside those, the general conditions that apply to any residence permit application still apply to you. Turkish immigration practitioners reported in June 2026 that this closed-neighbourhood restriction was lifted for Istanbul with effect from 10 June 2026, allowing applications and address registration across all districts. No official circular number was published alongside those reports, and this is an administrative position rather than a permanent guarantee.
