The advantage is obvious: modern construction, current earthquake-code design, and in resort schemes a set of facilities that would be impossible to add later. The exposure is timing. With off-plan you are buying a promise of delivery, so the developer&rsquo;s track record matters more than the show apartment, and the occupancy permit &mdash; the iskan &mdash; is the document that proves the finished building was signed off as matching its approved plans. A scheme that is complete but has no iskan is not finished in the sense that matters.<\/p>\n      <p><strong>Resale.<\/strong> Resale property is the whole of Antalya rather than the newest fringe of it, and it is where central Muratpa&#351;a mostly trades. The building exists, so you can see exactly what you are getting, meet the neighbours and ask the management company for the real service charge figures rather than projected ones. The trade is that older buildings predate current construction standards, and the annotations page of the title deed becomes the critical document: mortgages, liens and formal &#351;erh annotations all sit there rather than on the front of the deed.<\/p>\n      <p><strong>Kalei&ccedil;i, the old town.<\/strong> Antalya&rsquo;s walled old town is a genuinely unusual sub-market &mdash; historic stone houses inside a protected conservation area, many of them operating as boutique hotels. It is charming and it is also the most specialised purchase in the province, because conservation status constrains what may be altered, restored or rebuilt, and those constraints are attached to the property rather than to the owner. Buy here only with advice that is specific to protected buildings, not generic purchase advice.<\/p>\n      <div class=\"ant-warn\">\n        <strong>One rule covers all three.<\/strong> Nothing irreversible happens until funds move, and every check above costs time rather than money. Run them before payment, not after &mdash; afterwards they stop being checks and become disputes.\n      <\/div>\n      <p>If your interest is in letting the property when you are not using it, note that short-term tourism rental in Turkey has been a licensed activity since Law No. 7464 took effect on 1 January 2024, and that the permit process involves the consent of the other owners in the building. There are four categories, and they behave differently from one another.<\/p>\n      <p><strong>Annual property tax<\/strong> is collected by the district municipality in which the property sits, so the collecting authority for a Konyaalt&#305; apartment is not the one for a Serik villa. <strong>DASK<\/strong>, the compulsory natural disaster insurance, is not optional and not deferrable: without valid cover the Land Registry will not complete a transfer and utility subscriptions cannot be opened. It covers structural earthquake damage to the building, not your contents, so treat it as the legal floor rather than as insurance.<\/p>\n      <p><strong>Building service charges<\/strong> &mdash; the aidat &mdash; are the item most often underestimated, and the gap between a plain city block and a resort scheme with pools, gardens, security and a gym is very large. This is a recurring cost attached to the lifestyle you are buying, and it does not fall when you are not there. <strong>Utilities<\/strong> are the fourth, and they cannot be connected until DASK is in place.<\/p>\n      <p>Rates, thresholds and premiums in Turkey change frequently, and a figure that was correct last year may be actively misleading now &mdash; which is why we have not put numbers against these categories here. Antalya is one of the most established markets in Turkey for international buyers, and the purchase route is the same standardised process used across the country: ownership is recorded centrally by the Land Registry (Tapu ve Kadastro), and the deed is issued in the buyer's own name as full freehold. Two nationwide limits apply to foreign individuals rather than to Antalya specifically. A foreign individual may hold no more than 30 hectares in total across Turkey, and no more than 10 per cent of the area of any one district. Separately, property inside prohibited military zones and military security zones cannot be acquired by foreign individuals at all, and property inside special security zones requires the permission of the governor's office. A military clearance check confirming the property does not sit in a restricted zone is a standard part of the purchase, and for an ordinary apartment in Muratpa\u015fa, Konyaalt\u0131 or Kepez it is a formality rather than an obstacle.<\/div>\n      <\/div>\n      <div class=\"ant-faq-item\">\n        <div class=\"ant-faq-q\" onclick=\"antFaq(this)\">Which part of Antalya is best for a foreign buyer?<span class=\"ant-faq-icon\">+<\/span><\/div>\n        <div class=\"ant-faq-a\">It depends entirely on whether you want a city, a beach or a garden. Muratpa\u015fa is central Antalya and includes both the old town of Kalei\u00e7i and the Lara strip to the east; it is urban, walkable and lived-in all year. Konyaalt\u0131 sits west of the centre beneath the Beyda\u011flar\u0131 mountains, with a long pebble beach and a modern apartment stock that suits sea-view buyers. Kepez is inland and predominantly a domestic-buyer district, which is where a good deal of the newer mass-market construction has gone. D\u00f6\u015femealt\u0131, further north and higher up, is villa and plot territory and noticeably cooler in summer. Serik, which contains Belek, is resort and golf country dominated by villas and branded schemes. There is no single best district, only a best match \u2014 buyers who want a year-round community usually land in Muratpa\u015fa or Konyaalt\u0131, while buyers who want a summer villa tend to look at D\u00f6\u015femealt\u0131, Belek or further along the coast.<\/div>\n      <\/div>\n      <div class=\"ant-faq-item\">\n        <div class=\"ant-faq-q\" onclick=\"antFaq(this)\">Do I have to be in Antalya in person to complete the purchase?<span class=\"ant-faq-icon\">+<\/span><\/div>\n        <div class=\"ant-faq-a\">No. A purchase can be completed through a Turkish power of attorney, which is what most non-resident buyers use. The power of attorney is normally prepared at a Turkish notary if you are in the country, or at a Turkish consulate abroad; if it is drawn up by a foreign notary it will generally need to be translated and apostilled before it can be used in Turkey. The document should be drafted narrowly, naming the specific powers granted and ideally the specific property, rather than handing over open-ended authority. You will also need a Turkish tax number and, in practice, a Turkish bank account. A valuation report from an appraiser licensed by the Capital Markets Board (SPK) was required for all foreign purchases from 2019. Under Circular No. 2024\/4, issued on 3 June 2024, foreign buyers are no longer obliged to obtain one for standard property acquisitions completed after 13 June 2024. However, a valuation report remains compulsory where the purchase is intended to support a Turkish citizenship by investment application or a residence permit application. Establish which category your purchase falls into before you commission anything, because paying for a report you no longer need and skipping one your application depends on are equally expensive mistakes.<\/div>\n      <\/div>\n      <div class=\"ant-faq-item\">\n        <div class=\"ant-faq-q\" onclick=\"antFaq(this)\">How do I pay for an Antalya property, and can I pay the seller directly?<span class=\"ant-faq-icon\">+<\/span><\/div>\n        <div class=\"ant-faq-a\">Not directly \u2014 not from 1 July 2026. Under a Ministry of Trade decree, payments for the sale and purchase of residential property, land plots and other real estate must be made through Turkey's secure payment system, the G\u00fcvenli \u00d6deme Sistemi. Funds are held in a special account rather than transferred to the seller on trust, and are released only once the transfer of ownership has been officially registered at the Land Registry. This applies to partial payments and deposits as well as to the full purchase price, and a commission is payable for using the system and is deducted from the amount passed to the seller. If a seller, developer or agent in Antalya asks you to route money around this system because it is faster or more convenient, treat that as a reason to pause the transaction and take advice, not as a shortcut.<\/div>\n      <\/div>\n      <div class=\"ant-faq-item\">\n        <div class=\"ant-faq-q\" onclick=\"antFaq(this)\">What ongoing costs come with owning a property in Antalya?<span class=\"ant-faq-icon\">+<\/span><\/div>\n        <div class=\"ant-faq-a\">Budget for four separate categories rather than one.
